I am a permanent resident with Green Card living in NJ for last three years. I would like to transfer about $ 5000 from my savings account in India. I understand that Govrnment of India is quite liberal now. How can I get this transfer done. Thanks.

Ask your bank in NJ. I am sure they will be very helpful in getting money into your account there.
Go to your current bank here in the US and I think they might be able to initiate a wire trasfer on their side, or atleast point you in the right direction. 1-800-US BANKS try calling them here and asking them over the phone.
