If you use an ATM it depends on your bank, your account balance, and your banking history.
If you go inside the bank you can empty your account on the spot.

If you read the fine print, you may find that your bank can require you to provide prior notice for large withdrawals. While this is usually a pro forma clause, it is there in cases where there may be a bank run or if say you went into the bank at 1 minute before closing and requested a large amount after they had closed out most of the drawers. Many banks have a daily limit on their ATMs (for example BankofAmerica’s daily ATM limit is $500) and some will have limits on withdrawals at the drivethrough.
