Is There A Service That Will Charge A Debit Card Periodically And Deposit Into A Savings Account?

For example, if a person receives their primary income through paypal, and they want to set aside X amount of $ each week, is there an online bank or service that would arrange periodic (AUTOMATED) withdraws from paypal (or the paypal debit card) and deposit into a traditional savings or checking account?
