My stupid dell laptop changed last week instead of this week. I of course adjusted it back and then it changed again a few days ago. When the time changed last night, of course my stupid laptop didn’t when my desktop and my cell had no problem. Did anyone else have a problem like this?

I am 16 and I am wondering if my sister who is 19 can open a savings account that is in my name. Also if this is true, can I have full control over the account as in deposit/withdraw funds? Or will I need my sister there everytime I need to make a transaction?
