What Can One Do With A Postal Savings System Certificate From 1964? Has It Any Value To Collectors?

I recently found a Certificate (my father’s) and although I know the program has long closed, and the Feds won’t let one collect on the face value, I’m wondering if anyone collects these things.

    Are we talking about the cards that they used to put “Savings Stamps” on? (They used to sell those stamps at my elementary school back in the early 1960′s, and when you filled the card in, you exchanged it for a savings bond).
    Yes, those do have some collector value. In fact, I would be interested myself. My offer would be a percentage of the value of the stamps on the card, though, and also what denomination stamps are on it.
